As of September 2025, it has been 24 months since the Draghi report was commissioned by the EU; 12 months since the official release (9 September 2024); and 7 months since an exasperated Mario Draghi implored policymakers to ‘please DO something’.

In these very challenging times for Europe, JEDI is launching the 'Draghi Tracker' that will regularly measure the concrete implementation of the 20 key recommendations of the Report - or rather the lack of it currently, which is hardly acceptable given the ‘existential risk’ underlined by Draghi and the current accelerated irrelevance of Europe.

A Board of top European CEOs will oversee the analysis of the Tracker that will, every quarter, put factual & positive pressure on European policymakers to be much bolder & faster.

Currently, the Draghi Tracker (release #1 - 12 months after) estimates that only 14% of the Report is implemented, an appalling low number given the major challenges faced by Europe - and by its institutions to prove their effectiveness. Many recommendations have been neither touched nor moved beyond acknowledging their importance but without any concrete action.
-
45% of Draghi recommendations - not implemented nor discussed at all
-
25% of recommendations –discussed but not seriously moved forward
-
15% of recommendations –in the process of being implemented or being seriously discussed, but not with the necessary boldness & sense of urgency
-
15% of recommendations –in the process of being implemented or being seriously discussed, with the right speed and boldness
-
0% (!) of recommendations have been fully implemented
Methodology & scoring of the top 20 recommendations are on www.draghitracker.org
Quotes:
-
‘It has been a very inefficient first year of implementation. Does Europe really want to change ?' •
-
‘European institutions are made for stable times. They are increasingly unfit for purpose in exponential and crisis times.’
